Your Impact
We are seeking a Federal Health Capture & Program Lead to drive our expansion within agencies like the NIH, FDA, and the VA. In this pivotal dual role, you will lead the proposal writing and submission process to win new business, partnering closely with Sales and Solutions teams. Once a contract is secured, you will own the client relationship, delivering seamless onboarding, driving user success, and managing the program through to renewal and expansion. This is an ideal opportunity for a commercially minded scientist or federal specialist who excels at both winning complex government bids and delivering long-term mission success.
Core Responsibilities
1. Federal Capture Management (Growth & Strategy)
- Pipeline Development: Proactively identify and qualify federal opportunities using market intelligence and agency forecasts to position us ahead of formal RFPs (e.g. GovWin)
- Strategic Teaming: Build winning teams by securing partnerships with large Prime contractors (SIs).
- Agency Engagement: Drive face-to-face business development with Agency Program Managers and Contracting Officers to gather intelligence and shape requirements pre-solicitation.
- Win Strategy: Translate technical capabilities into compelling federal value propositions in partnership with Sales & Solutions management.
- Proposal Leadership: Lead the proposal writing process and ensure winning submissions, working with solutions management and sales
2. Client Success & Program Execution
- Seamless Onboarding: Guide clients through a smooth implementation process, effectively managing technical setup and training to ensure users can start working immediately.
- User Success: Drive active usage and adoption of our software among researchers and clinicians to ensure they achieve their specific mission goals with the Solutions team.
- Overall Program Management: Serve as the owner of the contract, ensuring that all project milestones and deliverables are completed on time and within the agreed budget.
- Renewal Management: Secure annual contract extensions by demonstrating consistent value and proactively managing the administrative renewal process well before deadlines.
- Account Growth & Upselling: Identify opportunities to expand our work within the agency, proposing new features or services that solve additional problems for the client.
- Client Happiness: Maintain high levels of customer satisfaction and trust, ensuring we receive positive feedback and strong official performance reviews from the government.
- Senior Stakeholder Management: Build strong, trusted relationships with agency leadership and technical directors to align our roadmap with their long-term strategic vision.
Requirements

Experience & Background
- Federal Health Experience: 3+ years of experience with US government contracting (specifically NIH, FDA, or VA), understanding agency procurement cycles and buying behaviors.
- Dual Expertise: 3+ years of proven success in both Proposal Management (leading the writing and submission process) and Program Management (overseeing delivery and renewals).
- Scientific Background: A BSc in a relevant subject is required; an MSc or PhD in Genomics, Bioinformatics, or Biology is highly preferred to articulate technical value to government researchers.
- Writing Excellence: Exceptional skill in distilling complex science into compliant, persuasive, and winning government proposals.
- Seniority: Experience operating at a "Lead" level, capable of managing high-stakes submissions and complex client relationships autonomously.
Soft Skills & Competencies
- Analytical Thinking: Analytically oriented with experience using data to drive decision-making and strategy.
- Communication: Strong interpersonal skills with the ability to lead team discussions (without direct management authority) and influence cross-functional teams (Product, Sales, Science) to meet strict deadlines.
- Autonomy: Ability to work in a self-directed manner within a fast-paced, deadline-driven environment.

Salary range: $130,000-160,000 gross annually + bonus
