Currently, Bissell Centre is looking for an individual wanting to join a People & Culture team. Are you ready to be our Manager, People, Culture & Systems and make an impact in our community?

ABOUT THE ROLE

Reporting to the Director, People, Culture & Systems, the Manager, People, Culture & Systems is a key member of the management team, overseeing the daily operations of the People & Culture department and the Agency’s operational systems. The Manager is responsible for executing departmental outcomes and nurturing cross-departmental connections to facilitate the Bissell Centre’s mandate.

Portfolio Accountabilities

HR Operations & Talent Lifecycle

  • Talent Acquisition: Manage the day-to-day execution of recruitment, selection, and onboarding processes.
  • Total Rewards: Direct the daily administration of compensation and benefits programs.
  • Health & Wellness: Manage Disability Management files and health maintenance balances.
  • Employee Relations: Act as the primary contact for daily employee relations and performance management matters, handling and escalating as appropriate
  • L&D Implementation: Under the Director's strategic guidance, support the design and implementation of Learning & Development (L&D) frameworks for staff growth.

IT Administration & Systems Management

  • Asset Management: Oversight of hardware programs (laptops, monitors, mobile phones) and tech recycling programs.
  • Software & Licensing: Manage software licenses and renewals (M365, Adobe, etc.), CRM systems, and AI integration.
  • Infrastructure: Monitor internet connectivity, telecommunications, and cybersecurity; maintain IT disaster recovery plans.

General Operations & Administrative Oversight

  • Safety & Security: Manage the Safety Walk schedule, alarm codes, building fobs, building access, and security footage.
  • Procurement: Manage office supply ordering, distribution, and mail logistics.
  • Records: Manage BissellNet, shared drive usage/access, Bissell Historical Information & Records.

Key Accountabilities

Departmental Accountabilities

  • Ensure adherence to Agency’s mission, vision, philosophy, values and objectives
  • Support submission of all monthly, quarterly and annual reports inclusive of outputs, outcomes, program highlights, stories and quality improvement initiatives
  • Implementation of logic models/framework and the achievement of outputs and outcomes
  • Maintain compliance with legal, regulatory, contractual standards and applicable accreditation requirements
  • Collaborate with the Director and Finance to monitor annual program budgets and expenditures

Supervision & Human Resources

  • Provide day-to-day supervision, orientation, and training for direct reports.
  • Facilitate regular communication channels and implement consistent team meetings to inspire staff and ensure targeted goals and reporting deadlines are met.
  • Complete developmental appraisals for direct reports, identifying training and mentorship needs.
  • Work collaboratively with other departments and Facilities to ensure proper maintenance and safety of all program areas
  • Manage the performance and progressive discipline of the staff team in accordance with Agency Human Resources policies and procedures
  • Approve and monitor staff timesheets, overtime, health maintenance and vacation balances.
  • Attend Management Team meetings to engage with other managers, address organizational issues and collaborate on organizational initiatives

Advocacy (External Stakeholder Engagement)

  • In collaboration with the Director, represent Bissell Centre (and all its priorities) in person, online and in writing with external stakeholders and maintain shared record of connection/outcomes.
  • Explore new avenues for partnership and funding/wage subsidies/ training subsidies in collaboration with Director and Resource Development
  • Development of marketing and communications content utilizing Bissell templates in partnership with Director and Marketing & Communications

Financial

  • In collaboration with the Director and Finance, develop, implement and monitor annual program budgets
  • In collaboration with Director and Finance, implement strategies for increasing financial stability and sustainability of programs and services
  • Monitor, approve and submit receipts for expenditures
  • In coordination with the Director, ensure departments meet their financial targets and plans as laid out in their budget

General and Administrative

  • Perform other duties as required

Qualifications

Formal Education and Experience

  • University Degree in Human Resources, or other Business related field
  • Experience with ADP Workforce Now is preferred.
  • CPHR designation or working toward designation
  • A minimum of 3 years experience in a supervisory role. An equivalent combination of training and experience may be considered.
  • Experience in a similar position in planning, development, management, evaluation and supervisory skills.
