Summary/Objective
The Talent & People Operations Manager is responsible for building structure, consistency, and accountability across recruiting, onboarding, performance management systems, and core people operations.
This is a unique opportunity to step into the company’s first dedicated people operations role and help build the recruiting, performance, and people systems that will support the next stage of growth.
Partnering closely with the VP of Operations and department leaders, this role supports a high-performing team. Rather than serving as the direct manager of employees, this person owns the people processes, tools, documentation, follow-up, and coordination that help managers lead effectively and consistently.
This role is designed to strengthen recruiting execution, improve employee accountability, support manager effectiveness, and create more consistent people operations as the company continues to grow.
Initial Outcomes
Organized and Efficient Recruiting & Hiring Process in Place
Within the first 3 months:
- A structured hiring pipeline is implemented for trainer roles
- Job postings, applicant tracking, and interview processes are standardized
- Initial phone screens and candidate communication are handled promptly and professionally
- Hiring managers receive organized candidate evaluations and recommendations
- Recruiting activity is tracked clearly enough to show pipeline health and hiring process
Structured Performance Management System Implemented
Within the first 3–6 months:
- A consistent performance review and check-in cadence is established for all employees
- Each employee has documented role expectations and performance priorities
- Managers are equipped with tools and expectations for regular check-ins
- Performance conversations, follow-up items, and action plans are documented and tracked consistently
- Escalated performance concerns are surfaced promptly to leadership with recommended next steps
Core People Operations Running Smoothly
Within the first 3 months:
- Employee onboarding and documentation processes are consistent and well organized
- Payroll-related people administration is accurate and timely
- PTO tracking, employee records, and core HR documentation are maintained reliably
- Core policies, forms, and people records are organized and current
Essential Functions
Performance Management & Accountability (Primary Focus - 10-15 hours per week)
- Own and manage the company’s performance management processes and cadence
- Build and maintain performance review templates, check-in tools, and documentation systems
- Support managers in preparing for and conducting performance conversations
- Attend performance conversations when appropriate, especially in more sensitive or escalated situations
- Track performance concerns, commitments, follow-up actions, and timelines
- Identify patterns in performance, communication, or accountability and surface insights to leadership
- Partner with the VP of Operations on escalated people issues and recommended next steps
Recruiting & Hiring (2-5 hours per week)
- Manage job postings for contractor and employee roles
- Maintain an organized candidate pipeline and hiring workflow
- Review applicants and conduct initial phone screens
- Coordinate interviews and communication with candidates and hiring managers
- Support hiring decisions with structured candidate notes and evaluations
- Help leadership identify recruiting bottlenecks, talent pipeline needs, and process improvements
- Maintain visibility into trainer recruiting needs so staffing pipelines remain healthy
HR Operations & Compliance (5-10 hours per month)
- Manage Gusto-related onboarding, employee records, and routine people administration
- Review contractor payroll inputs and related records for accuracy
- Maintain organized employee documentation and support compliance with HR best practices
- Administer PTO tracking and time-off request processes
- Administer employee onboarding and offboarding processes
- Maintain policies, forms, and core HR documentation
Team Communication & Support (5-10 hours per month)
- Participate in regular check-ins with the VP of Operations
- Attend monthly team meetings
- Support communication of people-related policies, expectations, and updates
- Help reinforce consistency and follow-through across team processes

Work Environment
This job operates in a clerical, office setting as well as the company training facility plus remote online work. This role routinely uses standard office equipment such as computers, phones, photocopiers, and filing cabinets. This role also uses training equipment used for CPR, airway skills, backboarding, lifting and moving, vitals, ambulance stretcher, and other equipment required for EMT and EMR skills training.
Physical Demands
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is regularly required to talk and hear. The employee frequently is required to stand; walk; crouch; kneel; use hands to finger, handle, or feel; and reach with hands and arms. This position requires the ability to occasionally lift office products and EMS equipment up to 30 pounds, and to bend and stand as necessary.
Position Type/Expected Hours of Work
This is a part-time position. Expected workload is generally 15–25 hours per week, with some variation depending on hiring activity, staffing needs, and employee matters.
Required Education and Experience
- Bachelor’s degree
- 4+ years of experience in recruiting, HR, people operations, talent acquisition, or a related role
- Experience managing or coordinating recruiting processes from job posting through interview coordination and candidate communication
- Experience supporting performance management processes, employee documentation, and follow-through on accountability items
- Experience handling confidential employee information with professionalism and discretion
- Strong organizational skills and ability to manage multiple priorities consistently
- Experience using HRIS, payroll, or applicant tracking systems such as Gusto or similar platforms
Preferred Education & Experience
- Bachelor’s degree in Human Resources, Business, Organizational Leadership, Psychology, Communications, or a related field
- 6+ years of experience in recruiting, people operations, HR, or talent-focused roles
- Experience in a small business, entrepreneurial, or high-growth company
- Experience supporting both employees and contractors
- Experience in healthcare, training, education, staffing, or another service-based business with scheduling and workforce coordination needs
- Experience supporting managers with performance issues, documentation, and follow-through
- Experience with multi-state hiring, onboarding, or compliance processes
- SHRM-CP, PHR, or similar HR certification
Work Authorization/Security Clearance
Employee must be authorized to work in the United States and must possess a valid driver’s license.
