To support this future, we are establishing a new People Operations division and are seeking a Director, People Operations to lead its design, implementation, and ongoing performance. This is a pivotal new leadership opportunity to build a modern, service-oriented function that attracts top talent and delivers reliable, data-driven, and technology-enabled people services for both the People Team and Team RVH.
This role is both foundational and transformational, with a mandate to reimagine how people services are delivered - designing end-to-end recruitment, defining a scalable HR service delivery model, and shaping how workforce data and technology are leveraged to drive efficiency, insight, and an exceptional employee experience across the people ecosystem. A core priority will be stabilizing RVH’s workforce through integrated workforce planning and recruitment strategies, shifting from reactive hiring to a proactive, future-focused talent approach that enables long-term workforce sustainability.
Reporting to the Vice President, People Experience and Chief Human Resources Officer (CHRO), the Director will be accountable for:
- Partner with senior leadership in the development and implementation of a people strategy that cultivates fulfilled, high-performing teams
- Build and lead a new People Operations shared‑service division that serves as the foundation of the People Experience portfolio
- Provide enterprise leadership across recruitment, workforce analytics, HR service delivery, and HR technology optimization
- Oversee end‑to‑end recruitment operations, ensuring scalable, timely, and equitable hiring practices aligned to workforce priorities
- Lead enterprise workforce planning in close partnership with clinical, operational, and People leaders to anticipate workforce needs and inform recruitment strategies
- Use predictive workforce analytics (e.g., vacancy trends, turnover risk, retirement forecasts, and hard‑to‑fill roles) to proactively shape recruitment pipelines and workforce interventions
- Translate workforce plans into actionable recruitment strategies that support workforce stabilization, reduce time‑to‑hire, and improve role readiness
- Establish the People Operations function as the first point of contact for all HR inquiries, including the design and leadership of an HR help desk / shared services model
- Manage and resolve escalated and complex HR issues, ensuring consistent, fair, and timely outcomes
- Own the People technology ecosystem in partnership with Regional Digital Health, including optimization, integration, and continuous improvement of HR systems (HRIS, ATS, scheduling, timekeeping, payroll interfaces, reporting tools)
- Lead the development of advanced workforce planning models, analytics, dashboards, and scenario forecasting to support decision‑making
- Create standards for workforce data governance, data quality, and insight generation
- Design and track service delivery metrics, SLAs, and KPIs to drive performance, transparency, and continuous improvement
- Partner closely with HR Business Partners, Organizational Development, Total Rewards, Finance, Regional Digital Health, and clinical leaders to ensure seamless delivery of people services
- Monitor trends in HR operations, technology, automation, and analytics to evolve the People Operations roadmap
- Lead and develop multidisciplinary teams supporting recruitment operations, HR systems, analytics, and service delivery
You are a builder, systems thinker, and human resources leader who thrives in complexity and has a strong track record of designing and scaling people operations, HR shared services, or HR technology and analytics functions, ideally in healthcare or another large, unionized, public‑sector environment. You bring a deep commitment to people experience and equity.
Qualifications:
- University degree in Human Resources, Business, Analytics, Information Systems, or a related field
- Member in good standing with the Human Resources Professional Association with a CHRP or CHRL designation preferred
- 10 years of progressive HR experience, including senior leadership roles in People Operations, HR Shared Services, HRIS, or Workforce Analytics
- Demonstrated experience building or transforming an HR operations or shared services model
- Strong expertise in HR technology platforms, system optimization, and digital enablement of HR services
- Advanced experience with workforce analytics, dashboards, and data‑driven decision‑making
- Proven leadership in enterprise workforce planning and its application to recruitment and workforce stabilization
- Proven leadership in recruitment operations and workforce planning
- Strong understanding of employee and labour relations environments and escalation management
- Excellent business acumen with the ability to translate operational data into strategic insight
- Demonstrated success leading teams through change and transformation
- Exceptional communication and partner‑management skills, with comfort operating at executive levels

- Ability to work effectively in a hybrid environment
