Role Summary
PayAngel is a technology-led, cross-border payments business helping diaspora communities move money home simply and securely. As we grow our Canadian operation, we are recruiting a Manager, Compliance & Financial Crime to lead regulatory compliance and financial crime for PayInc (CA) Limited, trading as PayAngel.


Subject to formal appointment, you will serve as the designated Compliance Officer for PayAngel Canada under the Proceeds of Crime (Money Laundering) and Terrorist Financing Act, ensuring we maintain an effective, proportionate and well-documented compliance programme as a Canadian money services business and cross-border payment provider.


This is a hands-on management role. You will provide independent oversight and constructive challenge while working closely with Operations, Product, Technology, Finance and Group Compliance, with direct access to the CEO and the PayAngel Canada Board.


What You’ll Do
• Own and continuously improve PayAngel Canada’s regulatory compliance and financial crime framework, including policies, procedures, risk assessments, training and the independent two-year effectiveness review.
• Act as the designated Compliance Officer and principal contact with FINTRAC — maintaining our MSB registration and managing examinations, information requests and regulatory submissions.
• Oversee suspicious transaction reporting and all other required regulatory filings, ensuring they are accurate, complete and submitted within prescribed deadlines.
• Lead customer due diligence, enhanced due diligence, PEP and beneficial ownership controls, and the review and approval of high-risk customers and relationships.
• Oversee transaction monitoring and sanctions screening, and lead complex investigations into money laundering, terrorist financing, fraud and sanctions evasion.
• Maintain the Canadian ML/TF risk assessment and approve compliance risk assessments for new products, corridors, partners and material changes.
• Support compliance with the Retail Payment Activities Act and wider Canadian regulatory developments affecting our payment and remittance activities.
• Conduct compliance due diligence on banking, payment and outsourcing partners, and manage their AML, sanctions and reporting obligations.
• Run a risk-based compliance monitoring and testing programme, tracking findings and remediation through to closure.
• Provide clear, evidence-based compliance reporting to the CEO, senior management and the Board, and escalate material concerns promptly and without restriction.
• Collaborate with Group Risk and Compliance and other country teams to maintain consistent standards while keeping Canadian responsibilities clearly owned locally.


Competency Specification
What You’ll Bring
• At least five years’ experience in AML/ATF, regulatory compliance, financial crime or risk management, including two or more years at manager or compliance officer level.
• Practical experience with a Canadian money services business, payment or remittance provider, financial institution or regulated FinTech.
• Demonstrable knowledge of the Proceeds of Crime (Money Laundering) and Terrorist Financing Act, its regulations and FINTRAC guidance.
• Experience managing suspicious transaction investigations and regulatory reporting, and overseeing CDD/EDD, sanctions screening and transaction monitoring controls.
• Strong analytical, investigative and written communication skills, with the confidence to challenge senior stakeholders independently.
• A bachelor’s degree in a relevant discipline; a recognised qualification such as ACAMS/CAMS, ICA, CRCM or Canadian equivalent is strongly preferred.
• High standards of integrity, judgement and confidentiality, and the ability to meet strict regulatory deadlines in a fast-moving, internationally distributed organisation.
Nice to Have
• Previous appointment as a FINTRAC Compliance Officer or deputy, and experience supporting a FINTRAC examination.
• Knowledge of the Retail Payment Activities Act and Bank of Canada retail payments supervision.
• Experience with automated monitoring, sanctions screening, identity verification and case management systems.
• Experience across multiple countries or within a multinational financial services group.
• French language capability is an advantage but not mandatory.
