Position Overview
The Payroll Manager oversees and supervises the payroll functions ensuring pay is processed on time, accurately, and in compliance with governmental regulations. Developing and implementing strategies, leading a team of payroll employees, supporting the company’s initiatives, assisting in the development of procedures and being a true champion of a customer-service minded approach to the payroll department.

Principal Duties & Responsibilities
  • Provide effective leadership, development, coaching and guidance to an assigned team of 1 to 3 individuals. Delegate appropriate responsibilities as necessary.
  • Implements, maintains, and reviews payroll processing systems to ensure timely and accurate processing of payroll transactions including salaries, benefits, garnishments, taxes, and other deductions.
  • Identifies and recommends updates to payroll processing software, systems, and procedures as needed while working with HR.
  • Partner with HR and support its human capital and organizational effectiveness programs and initiatives. Operate in alignment with HR’s strategies.
  • Perform and oversee responsibilities associated with the preparation, generation, and distribution of weekly, semi-monthly, and supplemental/off-cycle payrolls as applicable.
  • Process prevailing wage and certified payrolls for divisions of business while working with local managers to ensure compliance and proper tracking and calculations of hours, locations, and rates.
  • Oversee the development and maintenance of payroll-related documentation, such as payroll processing procedures, annual payroll schedules, employee notices, vendor lists and contact information, payroll controls and reconciliation processes, etc.
  • Develop, implement, and maintain a comprehensive, U.S. payroll strategic operating plan.
  • Partner accordingly to develop and maintain effective internal controls over payroll operations. Conduct self-assessments and implement changes to ensure compliance.
  • Proactively provide data, prepare reports, and provide analysis and recommendations for a variety of reasons (i.e., wage and salary issues, time and attendance tracking to assist with negotiations, 401(k) and regulatory audits, etc.).
  • Oversee the effective coordination with cross-functional areas (i.e., HR, Finance, Legal, and Information Technology, etc.) regarding system installation and changes, vendor interfaces, data requirements, system testing, audits, financial processing, and reporting, etc.
  • Maintain all physical and computerized reports, records, and other documents, including audible records based on regulatory guidelines and record-retention procedures.
  • Ensure the delivery of exceptional customer service and tangible outputs. Rely on industry standards, best practices, and qualitative & quantitative data to support and/or refine payroll’s methodologies.
  • Guide leaders and employees regarding company policies, values, and interpretation to ensure policies and procedures are executed consistently across the sites supported.

Qualifications, Required Knowledge, Skills, & Abilities
  • Bachelor’s Degree in Business, Accounting, Human Resources, Finance or related field.
  • Demonstrated success in effectively overseeing a payroll department with at least 3 direct reports.
  • Minimum 8 years’ of end-to-end payroll processing experience in a multi-state/medium employer environment, private and/or global environments preferred.
  • Minimum 6 years’ of payroll management experience required.
  • Minimum of 5 years’ of team leadership and development experience required, some experience managing remote teams preferred.
  • Recent experience using a web-based payroll and HRIS application, preferably ADP.
  • Proficient in MS Office Suite.
  • Recent knowledge of multi-state tax and wage and hour laws required.
  • Experience with prevailing wage and certified payrolls.
  • Establish and maintain effective relationships at all levels of the organization, and with external vendors and regulatory agencies.
  • Refined written, verbal, and presentation skills with the ability to swiftly shift approach based on audience.
  • Ability to communicate complex issues/solutions in a manner that is easily understood while maintaining a customer-service mentality and approach. Courage to make tough decisions and deliver difficult messages with professionalism and poise.
  • Ability to think strategically and translate concepts into actionable items. Have the adaptability and resilience to balance both short-term and long-term priorities.
  • Strong communication skills; can effectively present to all levels of the organization.
  • Ability to understand the business from both a strategic and tactical perspective.
  • Ability to perform well within a fast-paced, deadline-driven environment that requires the management of multiple projects at once, without compromising quality and service levels.
  • Ability to operate and influence at a strategic level, maintain composure and professional, deliver results, despite organizational noise. Comfortable working in ambiguous business situations.
  • Ability to maintain confidentiality of extremely sensitive data at all times.
  • Must have strong analytical skills, ability to work independently as needed, have exceptional interpersonal and organizational skills and pay specific attention to details.
  • Ability to effectively manage projects and direct cross-functional teams.
  • Consultative style and approach with ability to develop credible relationships with HR and leaders.
  • Ability to work in a fast-paced environment.
  • Detail oriented, self-motivated with ability to handle multiple tasks, prioritize work and meet deadlines.
  • Possesses ability to synthesize information quickly and summarize conclusions and recommendations.
  • Proven project management, time management, and conflict management/resolution skills.
  • Ability to consistently meet all deadlines set.

Preferred Qualifications:
  • An active Certified Payroll Professional (CPP) designation preferred.
  • Stock tax reporting requirements from payroll’s perspective is preferred.
  • General knowledge of principles, practices and reporting within human resources and benefit administration a plus.
  • Bilingual – Spanish, is a plus.

Travel Requirements:
Estimated travel is >15-20%.

Company Information and Disclaimer

Working Conditions:
Normal office environment setting or may be exposed to noise if working in or around a production area. Schedule is Monday through Friday, normal business hours. Constantly required to sit, use hands, talk, and hear. Occasionally required to lift and/or move up to 25 pounds.

Position Location:
Position is onsite Monday through Friday (8AM-5PM) and not remote eligible. Only under special circumstance(s) will the person be allowed to work remotely and with express written consent of senior leadership.

Compensation:
Compensation for this position will be commensurate with the candidate's experience and qualifications, aligning with industry standards. The salary range for Dallas, TX, is also based upon geographical market standards for the industry and position in those areas.
There is a possibility of a bonus(es) based on individual performance and merit to be paid at the sole discretion of the company, but bonus(es) are not guaranteed unless outlined in writing in the offer letter extended to the candidate selected for the position.
