Job Description

JOB TITLE: Director of Transportation

WAGE/HOUR STATUS: Exempt

REPORTS TO: Chief of Administrative Services

PAY GRADE: Adm07- (230 days)

DEPARTMENT: Administrative Services

DATE REVISED: September 2022

This position is eligible for a Non-Chapter 21 contract

PRIMARY PURPOSE: The Director of Transportation is responsible for directing and managing the district’s transportation operations. Ensure safe and efficient operation of the transportation department. Oversee maintenance of all district-owned vehicles. Responsible for the overall routing and scheduling of all pupil transportation needs and oversees the automated routing and scheduling system. Works with pupils, parents, school administrators, and the public to address and resolve transportation-related problems. Manages budget for transportation services, fuel purchases, and auxiliary transportation services. Manages the provision of services for compliance with NCLB, ADA 504, McKinney-Vento, Special Education, and Field trip services. Prepare, write, and submit the annual Route Service Report and Operation Reports to TEA.

Qualifications

Minimum Education/Certification:

  • Bachelor’s degree required
  • Master’s Degree preferred
  • Minimum of three (3) years of supervisory experience in transportation operations, general management, and experience in hiring practices in a public-school setting
  • Clear and valid driver’s license with CDL certification and P and S endorsements
  • Prove insurability with the district insurance carrier
  • Equitable administrative experience
  • 3 years of classroom experience [preferred]
  • 3 years of central administration experience [preferred]
  • Bilingual: Fluent in English and Spanish [preferred]

  • Excellent interpersonal skills
  • Well-developed written and verbal skills
  • Computer literacy, preferably in word processing and spreadsheets
  • Knowledge of legal issues of interviewing, hiring, performance evaluation, discipline, and termination preferred
  • Ability to manage budget and personnel
  • Strong organizational skills
  • Able to maintain positive public relations within the community

Major Responsibilities And Duties

  • Supervises all aspects of the routing, scheduling, safety, and compliance of the Transportation Department.
  • Implement federal and state law, State Board of Education rule, and board policy, including student eligibility.
  • Compile, maintain, file, and present all reports, records, and other documents required. Prepare, process, and maintain all documents required to verify safety certification, alcohol, and drug testing of bus drivers.
  • Ensure employee time records are accurately maintained and data necessary to process transportation payroll is delivered in a timely manner.
  • Works directly with the Purchasing Department, Special Education department, and Attorney in the preparation of bid and contract documents relating to pupil transportation services.
  • Gathers data and provides reports on pupil transportation services as needed.
  • Oversees the operation of background checks and fingerprinting, and other personnel related issues.
  • Works with building staff, parents or care providers, Special Education Dept. Health Services staff, and contractor to accommodate special needs of students, including medically fragile students.
  • Performs and/or coordinates a variety of special transportation studies relative to the overall effectiveness of the pupil transportation system.
  • Research new and innovative ways to provide transportation services to improve student safety and transportation efficiency
  • Strives for the advancement of the use of technology to increase efficiency in the department.
  • Supervises the design and implementation of all regular and special education bus routes and runs and works with building staff to coordinate routing of vehicles to maximize fleet usage.
  • Coordinates all training aspects of the Department, including staff and support personnel at the building level.
  • Projects yearly pupil transportation needs and costs.
  • Assists in preparation of the operational budget for Transportation Services Department and monitors transportation expenditures/revenues.
  • Maintains standards of accountability and quality control measures for Transportation Department.
  • Oversees the checking of all routes for hazards and safe stop placement.
  • Coordinates all media request and provides appropriate responses.
  • Establishes the process to identify student addresses eligible for transportation to specific schools, including measurement of distance verification.
  • Participate in development of the district’s disaster plan and be prepared to take an active role in responding to emergencies as needed.
  • Attend and make presentations at conferences and school board meetings regarding transportation issues and innovations.
  • Attend professional growth activities to keep abreast of innovative techniques in transportation.
  • Maintains an updated transportation webpage.
  • Maintains a successful working relationship with district administrators through excellent customer service.
  • Maintains an effective working relationship with campus staff and the community regarding all matters pertaining to student transportation services (e.g., bus routes, field trips, special needs, etc.).
  • Demonstrates behavior that is courteous, ethical, and responsible, and serves as a role-model for all district employees and staff.
  • Demonstrates willingness to collaborate with local law enforcement and fire agencies.
  • Performs additional duties as assigned.

Supervisory Responsibilities

Assistant Director, Office Manager, General Assistant, Transportation Payroll Manager, Operations Manager, Fleet Manager, and other Transportation Department Personnel

Working Conditions

Mental Demands/Physical Demands/Environmental Factors : Must maintain emotional control and exercise reasoning and problem solving skills while under stress. Must demonstrate ability to communicate effectively (verbal and written). Should be able to interpret procedures and analyze data for decision-making.

Safety: Contribute to the prevention of accidents and injuries by observing safety rules and District policy, practicing the principles and skills taught in safety training, wearing personal protective equipment as required, reporting injuries and incidences immediately to supervisor, and being proactive in the ongoing efforts to improve and maintain workplace safety.
